●简介

石林旅游度假区地处世界自然遗产——石林风景名胜区外围，是石林县委、县政府为更好的保护、开发石林宝贵的不可再生资源，合理利用景区外围广阔资源，全面提升石林旅游度假区功能而规划建设的一个综合性旅游休闲度假区。

● Introduction

The Forest Stone Tourism and Vacationing Area is located outside of Forest Stone Scenic Area, the world natural heritage. It is a comprehensive tourism and recreational vacationing area planned and constructed by CCP Shilin County Committee and CountyGovernmentin order to protect and develop the precious nonrenewable resources of Shilin in a better manner, to utilize the vast resources around the scenic area reasonably and to improve the functions of Stone Forest Tourism and Vacationing Area.

●区位

石林旅游度假区北面有南昆铁路线，石林火车站位于度假区最北端，昆石高速公路终点站位于度假区中部，九石阿旅游专线穿区而过，从南区穿过的石林中路是石林县的一条重要经济干道，将石林旅游度假区与石林县城连为一片。石林景区新建的游客接待中心、阿诗玛文化生态园目前已在石林旅游度假区中区建成，规划中的景区新入口确定在中区南侧。

● Location

The Forest Stone Tourism and Vacationing Area is located on south of Nan-Kun Railway, Shilin Railway Station is at the north end of the area, the destination of Kun-Shi Expressway is in the middle and Jiu-Shi-A Special Tourist Route crosses the area. MiddleShilin Road, crossing the south area, is an important economic trunk which links Forest Stone Tourism and Vacationing Area withShilinCountytown. TheTouristReceptionCenterandAshimaCultureEcologyParkhave been constructed in the middle of Forest Stone Tourism and Vacationing Area. The new entrance of the scenic area under planning is determined on the south of the middle area.

●规划布局

石林旅游度假区总规划面积16平方公里，分中区、北区、南区、西区四个片区。

中区：规划面积2平方公里，主要建设游客接待中心、餐饮、购物、娱乐、商务会所区。

北区：规划面积8平方公里，功能定位为生态休闲运动、商贸购物和餐饮、娱乐。

南区：规划面积2平方公里，功能定位为休闲度假、康体运动。

西区：规划面积4平方公里，功能定位为彝族文化体验、民族工艺品交易及旅游房地产。

● Planning layout

With the total planning area of16km², the Forest Stone Tourism and Vacationing Area will be divided into four parts, namely, the middle area, north area, south area and west area.

Middle area: with the planning area of2km², it is mainly to construct tourist reception center, F&B, shopping, entertainment and business clubs;

North area: with the planning area of8 km², its function is positioned as ecological recreational sports, shopping and F&B, entertainment.

South area: with the planning area of2 km², its function is positioned as recreational vacationing and health sports.

West area: with the planning area of4 km², its function is positioned as Yi culture experience, ethnic art ware trade and tourist real estate.

●开发建设情况

石林旅游度假区已完成整体概念性规划、“四区”土地测绘及控制性详细规划编制。各区均实现通水、通电、通路，石林旅游度假区供水水源为石林县水厂（黑龙潭水库取水，库容2468万立方米；团结水库，库容810万立方米）。

截止2010年底石林旅游度假区入区投资项目有13个，其中彝族第一村项目属政府投资，其余全部为招商引资项目。主要项目有：石林狂欢之都、石林旅游散客服务中心、石林生态民族体育运动场、云林度假酒店、石林高盛停车场交通网络项目、石林喀斯特地质科研博物馆项目、苏宁石林旅游项目、上海张江石林旅游项目、彝族第一村、斗牛城、中核旅游度假村等项目，计划总投资160亿元，目前度假区累计完成项目投资近15亿元。   

“十二五”期间将紧紧围绕旅游“十二五”规划“1心3带4片1环”的旅游空间结构目标。以石林观光度假区为核心以石林喀斯特地貌景观为特色的石林主景区和以休闲度假、餐饮购物、接待服务等功能为一体的石林旅游小镇（旅游度假区）组合而成的石林观光度假区。

● Development and construction

The overall conceptual planning, “four areas” land survey and control detailed plan preparation have been completed for the Forest Stone Tourism and Vacationing Area. Access to water, electricity and road has been realized in each area. The water supply source for the Forest Stone Tourism and Vacationing Area is Shilin County Water Supply Plant (with water from Heilongtan Reservoir with the capacity of 24.68 million m³ and Tuanjie Reservoir with the capacity of 8.10 million m³).

By the end of 2010, 13 investment projects have been settled in the Forest Stone Tourism and Vacationing Area, of which the First Yi Village Project is invested by government and all the others are projects resulting from business invitation and capital introduction. Main projects include:ShilinTownof Carnival,ShilinIndividualTouristsServiceCenter, Shilin Ecological Ethnic Sports Field, Yunlin Holiday Hotel, Shilin Gaosheng Parking Lot Traffic Network,ShilinKarstGeologicalResearchMuseum, Suning Shilin Tourism Program, Shanghai Zhangjiang Shilin Tourist Program, First Yi Village,BullFightingTownand Zhonghe Tourism andVacationingVillage. With the planned total investment of RMB 16 billion, the vacationing area has accomplished the project investment of nearly RMB 1.5 billion recently.

During the “12^th Five-Year” Plan, it will be closely centered on the tourist special structure target of “one center, three belts, four regions and one ring”. It will be developed into the Stone Forest sightseeing area combining Main Scenic Area of Forest Stone centered on Forest Stone sightseeing area with the feature of Forest Stone Karst geomorphology and the Shilin Tourist Town (tourist and vacationing area) integrating the functions of vacationing, F&B and shopping and reception service.
