Shilin Ecological Industry Cluster Area

●简介

石林县生态工业集中区以建设体现生态、科技、工业聚集为特点的现代工业园区为目标，于2008年列为省级重点特色工业园区，是石林县新一轮城市发展的重点区域，是石林工业发展的主战场，2010年，集中区建成并成功申报了云南省第一个新能源产业示范基地。

● Introduction

With the target of constructing the modern industrial park with the characteristics of ecological, science & technology and industry cluster, Shilin Ecological Industry Cluster Area was appraised as provincial key characteristic industrial park. It is the key area for the new round of urban development of ShilinCountyas well as the main field for industrial development of Shilin. In 2010, the cluster area was completed and successfully applied for the first new energy industry demonstration base.

●区位

石林生态工业集中区位于滇中昆明、滇东曲靖、滇南个旧、开远、蒙自三个重要城市群的交汇面上。核心区东依石林大道，西邻326国道，石蒙高速公路从集中区内部南北向贯穿而过，巴江河从集中区内部蜿蜒穿行，具有很强的城市和经济辐射能力。

● Location

Shilin Ecological Industry Cluster Area is located at the joint of three major city clusters, namely, the middleYunnancluster coveringKunming, the eastYunnancluster covering Qujing and the southYunnancluster covering Gejiu, Kaiyuan and Mengzi. The core area is adjacent toShilin Avenueon the east andNo. 326 National Highwayon the west. With Shi-Meng Expressway crossing the cluster area from south to north and theBajiangRiverwinding through the cluster area, it has great city and economic radiating ability.

●投资导向

旅游商品加工、绿色农特产品加工、新能源、先进制造、新型建材、石材加工、煤焦等七大产业。

● Investment orientation

Seven major industries including tourist commodities processing, green agricultural and special products processing, new energy, advanced manufacturing, new type of building materials, stone material processing and coal coke.

●规划布局

石林生态工业集中区总规划面积28.65平方公里，分为“一园五片区”。其中，核心区规划面积9.88平方公里；大屯片区规划面积1.37平方公里；北大村片区规划面积6.97平方公里；西街口片区规划面积5.68平方公里；圭山片区规划面积4.74平方公里。

● Planning layout

With the total planning area of28.65km², Shilin Ecological Industry Cluster Area covers “one area and five subregions”. The planning area is9.88km² for the core area,1.37km² for Datun Subregion,6.97km² for Beida Village Subregion,6.58km² for Xijiegou Subregion and4.74km² for Guishan Subregion.

●开发建设情况

核心区第一条主干道3.3公里已建成通车，第二条主干道3.15公里已完成路基建设，预计年底建成通车，给水、排水、强弱电、排污、天然气等基础设施配套齐全，累计完成基础设施投资6.69亿元。目前，工业集中区累计完成预收储土地8615.6亩，配套熟地面积3600亩，建成区面积4256亩。已入区新建项目39个、协议投资152亿元。

● Development and construction

The first trunk road of the core area with the length of3.3kmhas been completed and opened to traffic. Road base construction has been completed for the second trunk road with the length of3.15kmwhich is expected to be completed and opened to traffic by the end of the year. Infrastructure has been completed for water supply, water drainage, heavy and weak power, pollutant discharge and natural gas, with the accumulative investment of RMB 669 million accomplished in infrastructure. Presently, the industry cluster area has completed pre-reserve of land of 8,615.6mu, with the mature associated land area of 3,600mu and the constructed area of 4,256mu. There have been 39 newly constructed projects settled in the area with the agreement investment of RMB 15.2 billion.

●入园标准

1. 属国家及省、市、县鼓励发展的项目，符合石林生态工业集中区产业发展导向。

2. 符合石林县经济发展要求“二低一深二高”——低污染、低能耗、深加工、高循环、高效益产业。

3. 投资强度达到每亩150万元人民币以上。

● Admittance standard

1. Projects encouraged by national, provincial, municipal or county government, in compliance with the development orientation of Forest Stone Industry Cluster Area.

2. Industries meeting the requirements ofShilinCountyfor economic development, “two low, one deep and two high”, namely, low pollution, low power consumption, deep processing, high cycling and high efficiency industries.
