Guiding Ideology of the “12^th Five-Year” Plan

坚持以邓小平理论和“三个代表”重要思想为指导，以科学发展观统揽全局，把握新一轮西部大开发、现代新昆明建设等重大机遇，以加快发展为主题，以转变经济发展方式为主线，以改善民生为重点，围绕富民强县两大目标，继续实施“33553”发展战略，强力推进旅游产业提升、工业发展突破、现代农业推进、城乡一体化加速、文化繁荣发展和社会事业加强，着力打造富强石林、生态石林、文化石林、活力石林、和谐石林，全面提高石林的综合竞争力和可持续发展能力。通过全县上下的共同努力，把石林打造成为县域经济繁荣、生态环境良好、民族团结和谐、人民安居乐业的国际旅游胜地和滇中经济区的东南新城。

It is to uphold the Deng Xiaoping Theory and the idea of “Three Representatives”, controlling the overall situation based on the Idea of Scientific Development. Mastering the opportunities of the new round of Western Development and construction of Modern New Kunming, it is to continue to implement the “33553”development strategy themed on accelerating development, led by transforming economic development mode, focused on livelihood improvement and centered on the targets of enriching the people and the county. By so doing, it is to vigorously promote the upgrading of tourist industry, breakthrough in industrial development, advancement of modern agriculture, acceleration of urban-rural integration, flourishing development of culture and strengthening of social undertakings. It is to strive to create a rich, ecology friendly, cultural, vital and harmonious Shilin, improving the comprehensive competitiveness and sustainable development capacity of Shilin from all aspects. Through joint efforts of the entire county, it is to develop Shilin into a the southeast new town as an international tourist destination and middle-Yunnan economic area with prosperous county economy, favorable ecological environment, united and harmonious ethnic groups and peaceful and content people. 

 “33553”发展战略

发挥旅游资源、阿诗玛文化、交通区位三大优势，实施外引内培、科教兴县、城镇化发展三大战略，加快以旅游业为龙头的现代服务业、以生态工业为龙头的新型工业、以台创园为龙头的现代农业、以阿诗玛文化为龙头的文化产业、以现代物流为龙头的商贸流通业五个重点产业发展，实现旅游立县、工业强县、农业稳县、文化活县、生态美县五个目标，形成石林大道城市经济带、九石阿旅游专线阿诗玛文化旅游特色经济带和巴江生态休闲经济带。

“33553”Development Strategy

The “33553”Development Strategy covers three advantages (tourism resources, Ashima culture and traffic advantages), three strategies (introduction from outside and cultivation inside, strengthening the county based on science and education, and urbanization development), development of five key industries (modern service industry led by tourism, new type of industry led by ecological industry, modern agriculture led by Taiwan Farmers Innovation Park, cultural industry led by Ashima culture and trade circulation industry led by modern logistics), five targets (establishing the county with tourism, strengthening the county with industry, stabilizing the county with agriculture, vitalizing the county with culture and beautifying the county with ecology) and three belts (Shilin Avenue Urban Economic Belt, Jiu-Shi-A Ashima Culture Tourism Economic Belt and Bajiang Ecological and Recreational Economic Belt).

 “543倍增计划”

县城建成区城镇常住人口5年倍增：到2012年达到7.5万人，新增人口3.75万人。

地区生产总值4年倍增：到2011年达到44.5亿元，其中，第一产业增加值达到11.77亿元；第二产业增加值达到13. 25亿元，其中工业增加值达到9.65亿元；第三产业增加值达到19.48亿元。三次产业结构为26.4：29.8：43.8。旅游直接收入达到4.6亿元，旅游综合收入达到23.3亿元。全社会固定资产投资达到56.28亿元；社会消费品零售总额达17.91亿元。

地方一般预算收入3年倍增：到2010年达到3.51亿元。

县城建成区面积：到2012年达到13.11平方公里，增量6.9平方公里。

城镇化率：到2012年达35%以上。

“543”Multiplication Plan

The permanent population in constructed urban area of the county will be multiplied in five years, reaching 75,000 by 2012, with 37,500 increased.

The regional gross production value will be multiplied in four years, reaching RMB 4.45 billion by 2011, where the added value of the primary industry will reach RMB 1.177 billion; the added value of the secondary industry will reach RMB 1.325 billion, where the industrial added value will reach RMB 965 million; and the added value of the tertiary industry will reach RMB 1.948 billion. The structure of the primary, secondary and tertiary industries will be 26.4:29.8:43.8. Direct income from tourism will reach RMB 460 million and the comprehensive income from tourism will reach RMB 2.33 billion. The social fixed assets investment will reach RMB 5.628 billion and the total sales volume of social consumer products will reach RMB 1.791 billion.

General local budgetary revenue will be multiplied in three years, reaching RMB 351 million by 2010.

The constructed area of the county town will reach13.11km² by 2012, with the increase of6.9km².

The urban afforestation rate will be above 35% by 2012.
